Sheff Wed Deals with a 'Significant Problem', Says New Football Authority

'We will play a key role in football's future' - newly appointed regulator David Kogan

The Championship club's current difficulties represent a a "significant problem" and the independent regulator is aiming to acquire authority to look into club affairs in comparable cases, the newly appointed chairman David Kogan has declared.

Through a comprehensive talk, Kogan, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations connected to the football team in recent days.

The team have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on five separate occasions, including in the autumn.

"Evidently Wednesday represents a significant problem for EFL and a substantial concern for English football," the regulator explained.

"The club represents one of the iconic names for football in England and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will permit us to bring the club and similar situations brought to our attention if they warrant scrutiny and addressed."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at their home ground, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in late summer.

Official's Viewpoint

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where supporters are loyal to a regional establishment that has been part of their lives in multiple situations.

"I completely understand Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for factors unrelated to the followers."

Questioned about whether the oversight body could require an chairman to relinquish a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the authority would rather to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an individual owner, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," Kogan said.

"But the truth is, when you examine the past of the sport, over the last 20 or 30 years there have been particular chairmen, not many, but certain individuals who have acted carelessly in the way which they've been managing their teams and eventually refuse to accept accountability for the future."

'Errors may undo substantial development'

The chairman convened with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "proactive meeting" with a "high level of engagement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we must maintain momentum.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."

Elite Division Worries

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I fully support the success and growth as an commercial operation of the elite league.

"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But concurrently, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Ideological Links

The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the Labour Party in the past.

The 68-year-old contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the government leader.

"I've been completely open about my past party membership [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," Kogan said.

"I am presently disconnected from any type of partisan engagement."
